The Atmospheric Radiation Measurement (ARM) Program is a research program that is sponsored by the U.S. Department of Energy (DOE). The program was established in 1989 to study the Earth's atmospheric radiation budget, which is the balance between the amount of energy that the Earth absorbs from the sun and the amount of energy that it radiates back into space.
