The U.S. Commission on Ocean Policy (USCOP) was an independent, bipartisan commission that was established by the Ocean Act of 2000 to conduct a comprehensive review of U.S. ocean policy and to make recommendations for its reform. The commission was charged with evaluating the current state of the nation's oceans and coasts, identifying the challenges and opportunities they present, and recommending a new framework for ocean policy that would be responsive to the needs of the 21st century.

The USCOP was composed of 16 members who were appointed by the President and the Congressional leadership. The commission included experts from a wide range of fields, including science, law, policy, and business, and it was chaired by Admiral James D. Watkins, USN (Ret.).

The USCOP conducted a comprehensive review of U.S. ocean policy over a two-year period and released its final report, "An Ocean Blueprint for the 21st Century," in 2004. The report made a number of recommendations for improving the management and protection of the nation's oceans and coasts, including the establishment of a National Ocean Council to coordinate ocean policy across the federal government.
