The Marshall Plan, also known as the European Recovery Program (ERP), was a United States-led initiative to provide economic and technical assistance to Western European countries following World War II. The Marshall Plan was implemented by the United States Department of State and was named after Secretary of State George Marshall, who first proposed the idea in a speech at Harvard University in 1947.
